Don't count on Hasbro to make actual Headmasters, they may make the character but it won't come with a separate figure. The reason for this is that once kids lose the head figure, then the TF's playability factor drops severely.

Also, the fig that becomes the head might become a choking hazard, especially if the ball-jointed limbs come off.

You guys know Hasbro has done Headmasters before right? Energon Omega Supreme was a Headmaster (though the Platinum version lacks his Mini-con buddy, in favor of improving the standard head). Armada Overload and Armada Sideways were also headmasters. They could easily do them in either deluxe or voyager scale.

I'm aware of it. However those toys were produced almost 10 years ago, so they've had time to re-evaluate their design process. Also, Sideways (and his later wasp-like repaint) had a head, so losing the minicons wouldn't impact to heavily on play, and you said it yourself - Omega's head is now firmly attached with his re-release.
I'm just parroting what Hasbro said when they revealed Cyclonus for the first time; that they wanted a figure to maintain playability. Losing the head figure means that the main robot would not have a head and thus lose its playability status. Losing guns and whatnot have minimal playability impact.
