Laserbeak and Buzzsaw's Functions Mixed Up?

Laserbeak's function is Interrogation and Buzzsaw is a Spy. In the G1 cartoon, Laserbeak is doing all the spying. Did Hasbro messed up like they did with Starscream's and Sky Warp's tech specs?

No, Buzzsaw came with Soundwave while Laserbeak was sold separately, so Laserbeak was given the much larger role so kids would want to buy him. Adding to that spying is more kid friendly than interrogation, so he was given that function for the toon.
