Looks like they never took it past the early stages of development. Seems to be a very rough prototype.
There's been a few Arcee toys in recent years. I would like to see them to do an Arcee that turns into a animation accurate car at some point. It would be a natural for the classics line.

The legs are bent in at an akward angle, and from my experience with G1, they pretty much all had leg blocks, or very straight legs. And then there's the hands, they look like hands! Once again, most if not all G1's had "fists", and never had individual fingers. Still, it might be like they did with G.I. Joe figures though.
