Since reading a couple of interviews on the subject of why the cast was kept so small, and knowing that the number of Cybertronian characters isn't likely to receive a boom, I'll try to keep the limit in mind...
Autobots
Wheeljack: Mad scientist, engineer, stunt driver...but always a lot of breathing room with this character. He could be summoned to help rebuild and "upgrade" technology on Earth, maybe even consulted to study the effects of the AllSpark or even try to revive Jazz...plus, if Earth is to become the beacon for all Autobots, it would likely help to have one of the greatest engineering minds arrive early-on to help prepare for the arrival. Plus, the "stunt driving" aspect of his character might help make him "human"...a way to cope with the immense stress of a dangerous (re: very explosion-prone) job...
Arcee: Yes, yes, "robots don't have genders," but what if Cybertron does require a binary pairing of sentient machines in order to provide for a new Cybertron-based life? Our fundamental computer programming language is encoded in "0" and "1," so who knows? Anyway, a hot shot sharpshooter who prefers to work alone, her adjusted role on Earth would likely be as a scout, keeping watch over a possible Decepticon return--a task that, understandably, would bore someone of her abilities and encourage an already rebellious attitude. Arcee would be the one who has always needed something to prove to everyone--possibly because of a tragic past, or just because of who she is--whose greatest test would be to work with her fellow Autobots...
Decepticons
The Constructicons: A nice parallel to the inclusion of Wheeljack, Starscream would likely bring these guys in for two reasons: to establish a Decepticon base in close enough proximity to seek revenge on Prime, and to have the sheer force to do so. A dramatic departure from their old characterization, it'd be likely that the Constructicons would embody a hive mind that would enable a certain amount of independence, but ensure that all individual Constructicons would serve the same purpose: after all, they merge to form a single entity, so why wouldn't that be reflected in their regular modes? It mgiht also make them a bigger threat to the Autobots...after all, coordinated attacks are even more dangerous when you're fighting a foe that is able to take all observed data and exchange it freely, forming complex tactics to cope with the enemy...
Soundwave: Perhaps as a teaser character, or introduced as Starscream's seeming second-in-command, Soundwave would much embody his Marvel UK characterization: patient, cunning, and committed as much to the Decepticon cause as he is his own advancement. An intelligent warrior whose keen espionage skills serves the Decepticons well on Earth, he would likely even attempt to manipulate humans into thinking he is an Autobot as well, immersing himself in Earth culture for the purpose. Whether he would betray Starscream or merely await his defeat would be anyone's guess, but by the end of the film, it'd be clear: Soundwave would be in charge, and all hell would break loose...
