Yes. I'll try my best to explain it.
Person A orders FansProject Protector.
The order comes in, and he's charged full price for the set $82.99 and $8.19 for shipping.
He decides he wants Sidearm as well, so he orders him and he's charged $9.99 for the figure, and $.25-$2.50 extra to go towards the shipping cost.
Each item he adds will have an individual shipping charge, but because it's being shipped as the POL, the original price is adjusted and modified by a few cents to a few dollars to accommodate the change in combined shipping.
Person A will never pay full shipping price on each individual item if he's using the POL feature.
So, the small shipping charges you're seeing per item are normal, help BBTS pay for the readjusted shipping charge so they can ship out your POL in one large box.
If you're being charged full shipping price for each individual item, then you need to contact BBTS's Customer Service immediately and tell them what's going on.
You should never be charged more than a few bucks ($2.50-3.00 at max from past experience), and never the full shipping charge.
Yes, you are saving money, btw. Paying an additional few cents to a couple of bucks to add the item to an existing shipment is far more affordable and sensible than paying for and shipping several individual shipments at $8.00-10.00 a piece. That's at least a $6.00 savings when using POL.

About being billed...
When you pre-order an item, you aren't charged for it until arrives to their shop from the manufacturer or source. Once it arrives, your card is automatically billed and then the item is paid for, in full. From there, it either gets sent to the warehouse to be fulfilled and shipped, or deposited into your POL, awaiting your command to ship. This happens with each item that becomes available. By having your card on record, you're allowing them to automatically deduct the full amount required, because you entered into a business transaction.
Instock items are automatically paid in full when you order them, whether they go to the POL or not.
In either case, preorder or instock, the shipping is adjusted accordingly, and you'll see small shipping charges added to each new item added to your POL.
