I actually think they intend to, so that they can capitilise on the movie figure's sales.
There are very few actualy movie characters that can be made into toys. So, to make up, Hasbro are churning hundreds of repaints and slight remolds so that they can make a profit on each figure.
For once, I'm quite pleased that they did do this.
