Sure is. It does have the white main cab and the rocket booster aka the sound box connect with hinges, plus two blue pieces on the side that swing up, so make sure nothing's broken off.
Basically, each piece is an add-on for Omega Prime: the legs are the boots, arms are arm extensions, the cab is the chest.

Actually, I just took a look at some pictures to double check and... No. No, it really isn't.Like, the breastplate with the Autobot logo is a separate piece from the rest of the cab that pops off. And Mags' head seems like it might be separate as well.
If there are parts that pop off without damage (and that are therefore potentially missing on a secondhand example), then it isn't all one piece. I would further argue that from a secondhand collecting standpoint, parts that are prone to easily breaking off (*cough* the roofs of Jazz and the Datsuns *cough*) also make a figure not count as "all one piece" and are worth mentioning separately.
And from the look of the pictures, the lower arms you spoke of aren't all one piece each either - the hands come off at the very least
For those wondering why I even made this thread instead of looking at pictures, well... Not every bit that can pop off is obvious from photos

The blue chromed bumper/chestpiece may be a separate piece, but its actually pinned to the grill portion, which itself is pinned to the cab.
So it doesn't just come off. It may be broken, but that would be directly visible even if you did not know it was a separate piece.

Look at all that's missing. The arms in their entirety, the head, the trailer roof panels, those red hinged panels you mentioned, the chest shield... So, rather a lot of important stuff, and decidedly more than what you said would be missing.
