Is Scramble City meant to be an alternate story line contrary to the movie or an actual pre-sequel leading up to it?

Weapon: V-Lock Rifle, V-Lock Cannon

I finally got around to watching the whole thing the other night.. With the exception of off subtitles and bizarre translation it was a cool episode...

I second that.. Some folks did put together a fan version of part 2..Was kinda corny but cool in a way...
