I mean if we're leveling here with this I wouldn't mind if he did, dependent on the continuity he's in. I know in the G1 Cartoon continuity I feel he would have been the better choice as a Prime than Hot Rod/Rodimus was in some respects. I think the only time I've appreciated Hot Rod/Rodimus as a character was from his IDW G1 appearances as co-Captain of the Lost Light. Hot Rod/Rodimus in Animated I don't feel there was too much there to work with in terms of characterization, though I'd rate it above all the self-doubt and self-hatred of his G1 cartoon version.

I actually liked G1 Rodimus' self-loathing and think it made him the best character of the cartoon... but that's not saying much and it was taken a little too far and a little on the nose. I think a modern cartoon interpretation with a lot more intelligence and sophistication could take the idea and make it work much, MUCH better; especially since after the 80s they figured they should actually give characters arcs and development rather than have a huge status quo. His Animated incarnation is also quite interesting - I would have loved to see a spin-off which focused on him and his team, with maybe his past self being much more like his G1 incarnation and he eventually grew into what we see him as in the cartoon. Heck, that would mirror how Animated Optimus is essentially a younger version of the G1 character who we see him grow into!
To the question at hand though... I agree with a previous posters' opinion. Bumblebee as a leader is something I quite like, but not as a Prime. Both IDW and RiD 2015 have proven that him in the leadership role is quite interesting but he clearly works best when leading a particular group or sub-section of Autobots - the Bee-Team is very aptly named.

It could happen, might be an interesting end to RiD. Though it's going to be a long time before I will see him as a prime. He's been a good leader in RiD but he does come off as a goofy dad sometimes. Either way I hope he passes the torch to someone else after he becomes a prime. As much as I do like Bee, I think he gets a lot of screen time already.
IDW Bee is my favorite Bee, but I don't think he's fitting as a prime. His role is perfect as is. Reading the 2017 annual really made me appreciate him.

Nah, he's a good scout with the the heart of a warrior, but I think he'd be at best a placeholder of sorts like how Magnus was in the movie until Rodimus got ahold of the matrix and proved worthy of being chosen. A squad leader sure. Commander of all Autobots? Naw.
