It is technically cannon,Atleast for IDW. But fortunately cannon in the sense that it happened, but was planned not to actually affect anything. So thankfully it can be forgotten about without much consequence. As for the New Avengers, it is set pre-civil war. That's all i know. It is either of little consequence like idw, or is a hypothetical story. As for Ramjet, Marvel artists drew the arc, so my guess is artistic liscence. In his spotlight he's shown in his full conehead glory, and no mention of him reformatting has been given.

It's as canon as you want it to be. It was designed to fit in with IDW's storyline, but at the same time it doesn't affect it.

Marvel? Yes. (Though God only knows how.) IDW? Who knows? (The official word is that it does, but it doesn't, and Spotlight: Ramjet doesn't really help.)
