I'm up to 65 now. I plan to go to 100, at which point I'll feel comfortable letting my resources stock-pile high enough to continue with the increasingly expensive research and upgrades.
Having 25,000 of each resource sitting in your reserves makes you a juicy target...

Just a Warning: Core planets are SMALL meaning my pl1 colony in U20 is 43 fields, pl2 colony is 56 fields.
