Why didn't hasbro bring the Bineltech Blaster out is beond me!

No, it started out somewhat decent and quickly became lame.

I suspect that Hasbro never released the Blaster repaint as an Alt because Skids quickly became a shelf warmer. And he still is despite the sudden surge in sales of all things TF. Granted, they didn't help things by releasing three case assortments with him in it, but if no ones willing to buy the Scions, why spend the money to produce more?
