Usergroups link: FAQ says it exists. But does it?

I have searched and searched for the FAQ's fabled "usergroups link" that will show me a list of usergroups. I have searched every inch of every page and haven't seen it. Where is it and why haven't I seen it?

The FAQ needs a huge update then, because there is an entire section about usergroups.
