Take a look at the copter blade position when you have it in car mode. My first time transforming I did it wrong too and it wouldn't roll because the copter blades weren't completely in the correct position and sticking out. If I remember right, I think was the way he was packaged where one of the transformation steps on the blades for bot mode was undone to make him fit easier and I followed the instructions for bot to car conversion without realizing the blades were in the wrong position in bot mode to begin with.
I thought so too but the instructions didn't shown much and I couldn't figure it out. I should watch a video review. I still haven't done it. Yay me.
Appart that odd step, I had to glance at the instructions only twice. One time to make sure how to deal with the arms in car mode, and how to store the cage in car mode. The rest was pretty easy and fun to figure out.
I still can't get over at how much we were SPOILED rotten before the AOE/FOC era. Transformers were dirt cheap, even when factoring inflation. They were also huge and complex for the time. Released today, so many of these deluxes would be priced as voyagers (Like Battle Blades Bumblebee. It already kinda happened by Takara), some voyagers would be priced as leaders like RTS Lugnut, and most leaders would be priced as Commanders (Like that 2007 Leader Optimus reissue that was released a few years back.) And I'm sure Supreme Class Transformers would be Titan priced (already happened with the relatively recent Amazon Unicron reissue I think.)
And now, looking at the recent deluxes preorders, the price increased again....
