Yeah, I read that too, but I think he's mistaken. I'm pretty sure that the comics that fill the gap between ROTF and DOTM, as well as the novelization of DOTM make it clear that the Worm isn't Shockwave himself.
The picture linked below actually shows them together at the same time, the Driller is huge, and the Bayverse doesn't have mass-shifting, so....
