If you notice, it has a screw in its body. Unscrew that, take the arms and legs off, and screw it back in, and you have a better proportioned Scourge head.

Or if you mean in a real world sense why Hasbro's Titan Master class figures are bodyless heads, it because the Titan Master class figures are meant to be affordable replacement heads for the Deluxe/Voyager/Leader toys' heads in case any of those heads get lost or broken, even if the ones we've seen so far aren't the same characters as the larger figures.

"Replacement heads"?!No pun intended by banging my head. Well, maybe I should also appreciate that Hb/TT even attempted this line but is kind'a half @ssed. Now if they all actually had proper bodies

There’s no hard rule about it, it’s more of a case by case thing. We wanted to at least get full figures for the original main Headmasters, but there’s also a vast pool of characters to pull from. It does give us an opportunity to do more obscure characters, but it’s always a possibility. We just cannot confirm or deny anything at this time.
