Maybe not an exact retool, but I think some pieces are re-used. Look at the legs and the torso piece. To me it looks like they took them and just altered the details. I could be wrong though.

If you dont like the huge handling fee from local importers, you can always import him yourself for $55 plus shipping. Takara's price is quite fair.

Local importers bought these toys back when the US dolar was lower, but now it has strengthened since so you are better off importing.

That's not how retools work. Retools share exact parts and engineering to various degrees. Also, Godbomber has to split apart in order to combine with Super Ginrai, which is another argument to him being a whole new mold.
And I don't know, God Ginrai looks a bit... rough around the proverbial edges. I think it's the bulk...
