Actually it looks like the leader class figure, the nose of the truck does go to the back of the legs.

The foot and chest look different for sure but I think it's trailer pieces attached to the figure to make it bulkier and better looking. i.e. Battle Tanker and City Commander.
It may also be a new mold like you say but either way, I don't know if I will want it because my Jetwing Optimus is already so awesome!

Looks like he is built around play value for the one steppers. So, maybe he's not too bad if you pic up the one steps or maybe cyberverse? I'm not sure how big the one steps are...
