I don't think they're hollow. They're a little shallow, but the depth doesn't seem to be any less than that of his thick knees. I'm guess this is where his feet tuck away into in car mode. Definitely not as hollow as the Sideswipe mold legs.
As for the face, I agree with SW's SilverHammer that it does look more like Roadrage. If you look closely you'll also notice that these are two different faces, one has a slightly open mouth. Could be that they used the RR faces as a stand in since they've been moving extremely fast on the production. Remember, back when Tracks was a rumor he was supposed to be followed by MP-26 Roadrage.
The new photos also fix the blue wrists and elbows from the previous set of images.

Roadrage has a faceplate though.
