There is an interesting plot speculation on the web. Of course nothing official but be advised that it may contain major spoilers. Here it is:
"Optimus Prime and the Autobots have become public figures. The humans do not trust them and, because of that, in addition to the Decepticon's apparent departure from planet Earth, N.E.S.T. is deactivated by the government.
The Decepticons, led by Megatron, regroup on the dark side of the Moon. Megatron plans to launch a full-scale attack against Earth to get revenge against the Autobots and the humans for past humilliations.
Sam Witwicky and Léo Spitz have graduated in college and get their first jobs. Sam also starts a relationship with Carly Simms, the personal assistant of a famous race car driver called Dylan.
Seymor Simmons has become rich by writing books about his experiences with Sector Seven.
Meanwhile, in Cybertron, Megatron's former battle strategist, Shockwave, has taken control of the Decepticon army and heads to Earth in search of something found by the americans on the Moon during the Cold War, which played a major part on the Space Race.
Shockwave and his Decepticons start a massive series of attacks on Earth, pinning the blame on the Autobots in order to drive them out of Earth and garantee that they won't interfere. Shockwave also makes sure that Megatron and the Decepticons still loyal to him won't get in his way.
The Autobots become public enemies, but N.E.S.T. still believes in their innocence. Led by Major William Lennox, Master Sargeant Robert Epps and Hardcore Eddie, a former combat buddy of Epp's father, N.E.S.T. decides to go against the government's orders and help the Autobots.
Fully aware of the threat represented by the Transformers, the government creates a program to weaponize Earth vehicles and turn them into weapons, which apparently gives birth to the Wreckers, a team of NASCAR cars whom later join the Autobots.
Sam, Carly, Léo, Simmons and Dylan are all dragged into the new battle, but, unlike the others, Dylan decides to betray Earth in order to garantee his own survival and try to scurry a way into the Decepticon ranks by helping them retreive the mysterious object Shockwave seeks for."

Also it explains the Moon in the Title sort of reminds of Generation 1 were Megatron used the moon for his base.
It seems likely that Megs & Shockwave will be enemies could be 2 factions of decipticons remember this is the movie-verse nothing like the cartoon verse only things they share in common are there names thier personalities looks and everything are completly diffrent but they do use some aspects from the cartoon series.
The Part about Dylan betraying them seems right I seen a pic of Dylan pointing a gun at Sam so this explains that part.
Looks like the goverment might have had some sort of Allspark fragments hidden away from the Autobots how else could they have created the Wreckers.
Remember the Goverment lies and hides away secrets so they could also have hidden cybertonian tech remember they had NBE 1 aka Megs locked away for years also the Allspark there is no telling what the goverment took from that and hidden away.

So it's not like the government didn't know that they could use the power from the Allspark and make their own set of transformers.

it's not the first time the Decepticons have "allied" themselves with a human. They did it a couple of times in G1, though they were quick to discard them once they had no further use of them.
