There is no such thing as coincidence with Hideo Kojima.

Call me old fashioned, but I'll always prefer MGS1/TTS; you don't get characters like them anymore, Grey Fox was just plain awesome, while Mantis/Wolf and Raven were just odd enough to be believable while they moved the story along. Top it all with Metal Gear Rex.
MGS2 was good, nice character designs like Solidus's armour and I liked Metal Gear Ray. Although the "remember kids, nuclear waste is bad" messages were cringe-worthy.
But what's with MGS3?? I've not played it but I've seen the cutscenes. The villians are like.. I control BEES! I am PAIN!
Uhhhh?? Then we have a dead guy who lives in sunlight like a plant.. then we have a guy who thinks combining a rocket-fuel jetpack with a flame-thrower is a good idea. Also they all explode shouting their "names"? Talk about two dimensional characters. I do believe the Sorrow had story connections.. can't remember.

So as far as MGS4 is concerned I'm still not very impressed, true, Raiden in new ninja gear is awesome. But these new Foxhound things, if one is called Raging Raven does it have to shout out RRRAAAGE? It's just irritating. I think it's all just getting too far fetched now. Some nice designs I'll say that much, I liked the levitating "Mantis" character, very ominous.
But don't get me started on the GEKKOs... Moo'ing cow Gears that piss all over the place.

That's my rant about the MGS series over :P

Metal Gear 3 does have a sort of cheesy factor, but I think that helps add a sort of charm to the game. Unfortuneately, they don't have the deep character appeal that MGS 1 and 2 had, and you don't get much of a backstory to most of them. Still though, I found them highly entertaining, and the fights themselves are good. The controls are also really good, and once you get used sneaking through an area undetected without relying on radar, it becomes very rewarding and thrilling at the same time. The main story is also very cool. The cutscenes and story aren't as confusing this time around, with less acronym name dropping or bizarre plot twists, and can be pretty entertaining. I don't think you get any really humongously long cut scenes, save for the final parts. Finally, the graphics are really top notch for a PS2 game of three years ago.

If you don't care about small extras included in Subsistance(couple more Snake vs. Monkey Missions, hilarious newly created one-shot cutscenes that play around with various parts of the story, and the MSX Metal Gear's 1 and 2, and a new 3D camera), then the original release of MGS3 is extremely cheap, probably under $15, and definitely worth a shot.
