I was skeptical but you're kind of right. Unless I've misunderstood your post I think you've got it the wrong way around. The lower/inner thigh goes into the leg so the inner thigh is smooth (shut up, don't go there!) and straight. The wheels are no longer flush with the outside edge.
I didn't realise this until I read your post and I'm embarrassed to see it's in the instructionsand I'm sure I went through those at some point...

Ah, I wasn't sure which was the right way because I didn't open the instructions packet. For 3rd party stuff, I've learnt to just leave the extra stuff sealed to help keep whatever resale value that might accumulate. I figured the wheel sitting flush would be better for robot mode since that would be what it would look like if it was some 2D art, but whatever works for people. There are some official pics that seem to forget about this as well, haha.
