Wow. You really do like the 2nd movie don't you? 
Personally, I would have kept it at top ten. No need to stretch out and try and give every scene some sort of credit. Curious to see your top ten picks though.

Agreed. 21 is a bit much. I will lay down my top 5 though.

3. When OP lauches skyward after being fitted with Jetfire's parts. Specifically, when he says "Let's Roll".

Number 21 almost sells it for me right there. ROTF WHeelie is about a billion times better than G1.

I think 21 is a good number. It's a little overboard, but so is the criticism it's gotten. It helps to balance it out.

While I like ROTF, I think 21 may be a bit too much....
Although my top list is...
Forest Fight
Devastator Combining
KILL ZE LITTLE ONE!(I don't know, it was chilling to me)
BumbleBee vs Ramp/Jack(tied with above)
And more....anyhow, I think this idea as a whole is a good.
EDIT:
Ok, I just finished part one, while all the parts you selected(well, you didn't need so much Wheelie, not that he's bad...but you included THE SCENE) should be on the list, to me they're a bit out of order, I think Ravage's attack and Megatron's Resurrection should have been higher on the list, to me Jet-Optimus' formation wasn't better than those two scenes. Killing the Little One stuck in my head for 10 minutes during the movie! It really showed how evil they were(and at the same time how dumb, as Brawl and Blackout's carcasses were 50 feet away).
Now also you mention alot of things part one didn't have, to me part one had less but also a more serious feel to the ending. I think ROTF over did it on the robots(Yes I know, I'm crazy here, I'll get to this later). With Movie 1 we had a small cast of robots(who needed more screentime) fighting gigantic enemies(Blackout, BoneCrusher, Megatron) and the humans were actually helpful. In ROTF they did next to nothing except show how weak the Decepticons are by blasting them away WAY too easily(Megatron flees after being hit by a tank, WHAT? His Fusion cannon killed Prime effectively in ONE HIT yet he flees from one tank).
About overdoing robots, I mean they had too many different robots rather than new characters, or in a way too many generics. It would've been better to me if they just added SideSwipe and Jolt(cut the Twins screentime) and focused on the main team right there.
Now if you'll excuse me...going to watch part 2 now hehe....
