People always remember the 86 movie scene with Astrotrain and I'm all like, "What about ZONE DEFENSE?"
Astrotrain thought he could beat Megatron with an army of Earth trains. He is dumber than a 1950's comic book villain.

Well there is some kibble that just looks dumb to me, and astrotrains chest wing is definitely on my top 5 list. Im inclined to believe the G1 cartoon animators felt the same way because they had every chance in the world to draw it in so many episodes astrotrain was featured in. They elected not to.

Just as the animators locked themselves into the mistaken gray deco, I can see them having done the same with the chest wing. Maybe an error, maybe not, but I think you're reading too much into it.
That said, Evila Star's chest wing does bother me, but not because it's there; more because it's a tad too big for my taste.

Sadly theres a running error on all of them in which the back tailfins are miss assembled on purpose because the tampo was accidentally painted upside down. So the fins point down in jet mode and it looks horrible.
