The story goes that Furman wanted to use him, along with Ramjet and Thrust, in the final episode of Beast Wars, but couldn't. So when he wrote this, he decided to use him here.

Ah, I guess that's kind of neat then.
I do recall reading about the alternate scene in the final episode of Beast Wars where the Maximals reactivated to coneheads to fight the Nemesis. That would have been pretty cool too.
