Not really that strange, considering how hard it is to tell the difference between them and the fact that the Buzzworthy ones are more expensive at your store according to your pictures. Certainly possible. If I was going to do toy arbitrage, I would go after retailer exclusives, but it's high risk and you might have to wait for years for the payoff.

To be fair though, the fact that both Scorponok heads are actually painted here does lead some credence to the fact that it may come with both intentionally. We don't know if this Scorponok will actually come with alternate heads. Prime vs Prime gets his figures through unknown sources, with no box or instructions, probably test shots stolen from the factory. This means sometimes he gets extra or missing parts. When he got Blackarachnia, he got her with an extra face too, the toy accurate one, which wasn't included in the final product.
