Can't be since it's a deluxe. He'd have to be Voyager-sized and they'd have to bring out a new figure for Hook to make him a leg for Devastator. Not saying it won't ever happen, but it's clearly not in Hasbro's cards, currently.
My guess is it's a re-release of the ER toy, maybe with a better head sculpt. I think they'd specify if it was Beasties Prowl, RiD, Energon, or Animated.
Still waiting on an Earth mode Hound, Hasbro.

I'm really hoping that that quote means exactly what it says at face value and has nothing to do with the trailer-skeleton thing. I'd totally be cool with seeing a new Computron or someone where all of the limbs have dedicated spots/engineering for just Computron, as long as the limb bots actually turn into limbs and aren't just glorified hockey pads. Possibilities include
1. G1 Prowl (Earthrise Datsun)
2. BW II Prowl
3. Energon Prowl
4. Universe 1.0 Prowl
5. Animated Prowl
6. Prime Prowl
Its not likely to be a Datsun re-release, since it has no PR (Package Refresh) like RamJet for instance, next to the name. Which means its likely an entirely new mold.
2. As much as I’d like BWII Prowl to go with BWII Skywarp, its not very likely.
Armada Prowl was a Minicon that tunred into a police sports car and a gun. highly unlikely to be that.
3. Energon Prowl, Seems unlikely since that would just be to close to Mirage. He’s a F1 type car.
4. Universe 1.0 was a repainted Armada Red Alert, so would be kind of interesting to get a SUV Prowl. But seems a bit too obscure.
5. Animated Prowl, looks very promising since it can be probably made out of the Legacy Arcee mold, with minor tooling.
6. Prime Prowl is just a stylized G1 Prowl, so would look too close to a Earthrise Datsun if they G1-ified him.
1 or 5 seem the most likely.

I got much to agree with here, but I do want to point out that the Ironhide/Prowl pack is also rare, meaning many people don;t have an Earth mode Prowl in their collections, even if I would have liked to see Hound get a go first.

Actually, you might be on to something with the Prowl with a new head sculpt idea. Hasbro messed up with Earthrise Prowl by using Bluestreak's head instead of his own. I forgot, but when I got Earthrise Prowl, I swapped his head with Siege Prowl's head for my display, so that both Prowl and Bluestreak would have their animation accurate head designs. So, if they release Earthrise Prowl again in Legacy with a new head, that might be enough to disqualify it from being a "package refresh" if it's a modified sculpt. I'd be even happier if they added back a few more paint apps for more cartoon and/or G1 toy details.

I know those ER sets were rare, hence SS86 Ironhide and this Ramjet rerelease, I just don't want Hasbro to turn around and make a brand new Datsun mold again because of it, and I personally am vastly more excited by the possibility of Animated Prowl than I ever would be for any sort of G1 Prowl. Or if it's a brand new Datsun mold that's very G1-like, so it's all square with a long hood instead of the ER version, which was close, but not really. Just like Ironhide.

Either way, the actual figure has white biceps and a black piece for the joint.
Between that and the clear canopy, just will be interesting to see if those really happen with this new release.
