Yes. It is exactly his design. Even the hollow parts of the feet!
It seems almost the same for Sunstreaker too.

Both look awesome, but Wheeljack looks kind of strange. He's got all that motion-blur to make it look like he's racing along the road, but his wheels don't look like they're spinning at all.

So, It's a video card game? what the heck is the point of that? Pass.
For sale: My entire Transformers and third-party collection. Includes Masterpiece, Generations, Universe, Movie, Prime, Armada/Energon/Cybertron, G1, G2, a few Japanese imports, etc. Many never opened, the rest displayed in enclosed display cases to keep the dust off. A few ads on Craigslist/OfferUp for DC/MD/VA locals, will post on boards or ebay when I have time.

They've blurred the name out so facebook fans can guess his identity, but I think it's safe to say most of us Seibertronians will instantly recognize him as the G1 Deluxe Insecticon Chop Shop!

When I saw the name "Chop Shop", I was worried that it was going to be another "not-Shrapnel" falling victim to loss of name copyright, so I'm pleasantly surprised to see this is indeed the good ol' Deluxe kleptomaniacon! Without the deely-bops on his antennae, he looks quite badass to boot!
