Yes. It is exactly his design. Even the hollow parts of the feet!

It seems almost the same for Sunstreaker too.

I'd totally be into this if I was at all interested in having a SmartPhone.

Both look awesome, but Wheeljack looks kind of strange. He's got all that motion-blur to make it look like he's racing along the road, but his wheels don't look like they're spinning at all.

When I saw the name "Chop Shop", I was worried that it was going to be another "not-Shrapnel" falling victim to loss of name copyright, so I'm pleasantly surprised to see this is indeed the good ol' Deluxe kleptomaniacon! Without the deely-bops on his antennae, he looks quite badass to boot!
