I honestly don't get what you're complaining about. I mean realistically, the entire BW line was damn near perfect to the point they're nearly impossible to improve on.

The Rodimus Prime arms connect to the lower leg of Hot Rod for Prime Mode (pictured below) and are store on the part of the trailer above Hot Rod in vehicle mode. So it's not a a shipping/packaging detail it's parts-forming.
Personally I don't mind it, the figure is still the best looking Hot Rod and Rodimus Prime to date IMO.
