I know Ratchet is kind of already filling that whole Kup persona, but G1 Ratchet was cranky like that too. Kup would be sweet in TF Prime.

has no one ever thought that it could have been a prototype head that they used before the final design was rendered up?
lets rule out the following then;
Ironhide has a new mould in the cyberverse line, so they have already established that they could upscale that mould and release it as part of the main figure line. In fact its easier to make a smaller scale model and then upscale it with the computer software, as the 3x or 5x upscale is where its designed on the computer.
Ratchet's new look head could be a prototype - or it could be a screwup with the image (mostlikely a screw up with the image department in producing the instruction scans being the better option.)
if it is a repaint, then i have a feeling that it will be either a non descript decepticon, or they will be reusing the name to protect the i.p/copyright of the name. i guess its the waiting game
