No, technically you can only call something a retool if they actually changed the tooling of the previous mold. The new face on Krok is not in any way based on the tooling from Skullcruncher. Its a different piece, a new mold. Nothing was changed to skullcruncher's actual mold, it wasnt touched and it wasnt even used for consulting purposes like the Dead End mold for Chromedome. So it cant be a retool. Its a straight redeco with a new piece. And in any case, the heads in this line are interchangeble accessories. The heads arent part of the body, they arent even attached in vehicle mode. its an accessory, like a gun. And I dont think that releasing the same mold with a new gun would be called a retool, it would be called the same mold with a new gun. Krok is the same skullcruncher mold with a new face. We dont have to find a new word for it, we dont have to look for the right technicality, thats all it is.
So you know for certain that the Titan Master and the actual figure aren't molded together? Even though the Titan Master is shared between each release of the mold; which if they weren't molded together, there wouldn't be any reason for?
I'd say, that, since the headmaster is likely a separate mold entirely, it's possible that they include several additional face's, since now, it's easy to recolor a figure and release it with minimal changes

Yes. We ALL know for a fact that the heads are independent of the bodies when it comes to the molds:
In this line, the heads are accessories, no different than weapons or HFGs from Combiner Wars.

They're essentially accessories, but surely the Titan Master being the exact same between releases of the same mold indicates something?

Also great examples on my end. Would anyone here actually call something a retool if the only part that is different is a weapon.
Like these two Optimus toys below, they come with different weapons but would anyone say one is a retool of the other? Or does that just sound dumb?
