I'd like to add that the 1986 Autobot Cars - Hot Rod, Kup and Blurr - also fit in here, alongside Scourge. Maybe Hasbro figured that was enough of a 'counterpart' to the Decepticon Targetmasters, hence why we're not getting the actual Autobot Targetmasters.
There's a few other sets too.
Cassettes - Rewind, Stripes, Laserbeak, Ravage, Rumble, technically Buzzsaw
Cassette Players - Soundwave and Blaster. These could probably go with the above
Minibots - Wheelie, Bumblebee, Brawn, Seaspray, Cosmos, technically Roadburn
Powermasters - Breakaway, PM OP
Duo-Cons - Sky Shadow, Overlord
And, as alternatives to the above based on fiction...
Phase-Sixers - Sixshot, Sky Shadow, Overlord
Wreckers - Kup, Perceptor, Broadside, Top Spin, Twin Twist, technically Arcee
And then you've got a handful of outsiders like Alpha Trion that don't really fit into any category. Fun times!

Mind you, categorizing is strictly done at one's own taste. There's some give and take with figures that belong to multiple groups, Topspin and Twin Twist are Jumpstarters and Broadside is a Triple Changer for instance, but one could combine them into a Wreckers category if one were to be so inclined (and is able to get Roadbuster, Whirl, Sandstorm and Springer).
Nothing wrong with that. He was also the only Jumpstarter I had as a kid, AND my Dad brought him home from Toy Fair for me in 1980whateverish. My kid flipped AOE Galvatron's head back and found a hole on the bottom of the neck that fits Titan Masters. Kinda neat.

Maybe they think it wouldnt sell as well as the most popular triple changers and the two faction leaders.
