Yes. Very tragic. And the Phil government keeps on changing their official findings. Depending on what suits the President in the fast-changing political situation.
It only means, the Filipinos will
never truly know what really happened.
I think the PNP is on the money though. It was an accident. Time for Ayala Corp to pony up more cash for its negligence.
Another more plausible angle is that the bomb was planted by the PNP. Designed to diffuse the political bomb ignited by the ZTE scandal, threatening to unseat the President.
The perfect timing itself speaks volumes.

My grandfather on my mother's side of the family used to own a small cab company in Manilla I believe. He would have choked on his pancit and crapped out some lumpia if he saw this!
