These stories are the result of Transformers enthusiasts taking the time out of their busy days to contribute to a universe they love.
No one has been paid for the production of these stories.

if Outback was blown to bits in his own explosion, it could explain why theres nothin left of him but a hand in Kup's Spotlight (ive never actually read it yet)

Actually about half his body is still intact in Kup's Spotlight. Kup is so delusional he thinks Outback is still alive.

Who are the Decepticons? One looks like Blitzwing, but it can't be him because he's on Earth. Or are they just random filler 'bots?

the art kicks butt it really looks like it came from a comicbook like war within series story is great like the characters

To answer some of your question.
The bot is indeed Outback and the two deceps are just some random decep goons.

oh and regarding the kup spotlight, this is what Martin Fisher, the writer said

Yeah he was, but this is set before the Kup Spotlight, which kind of gives you a clue as to if he survived the blast or not

Outback is a bad ass. If you're going to die take as many of your enemies with you as possible. One of my favorite Mosaics to date.
