That's G1 Spychanger Hoist, a KB Toys exclusive at first, later he was repackaged for Universe as a Dollar Store exclusive. He's a repaint of Spychanger X-Brawn from Robots in Disguise.

He was part of a series of repaints that paid homage to the original figures of 1984, they included Optimus Prime, Jazz, Wheeljack, Bluestreak (now Silverstreak due to legal reasons) and Prowl.
