Does anyone know of a cheap but decent website hosting service, and while I'm at it, is there anyone that can design a website and do it well?

It really depends on the size of the website you plan to create. If you could be a little more specific, it will be a lot easier to help you.

It would still help to have an estimation of the size of the website, since webhosters usually charge extra if you go over a certain limit.
