why does level 5 missions have missions with lower experience points than level 4 should the higher level missions give you more experience points

They have a decent xp payout
For the level.
Try to spawn them
Or hit the 1-11 missions

The mission payouts have needed an overhaul for a long time...
Then again so does every bit of this game (don't hold your breath)
