I was digging through old boxes in the basement and came across this guy. I have absolutely no idea what it is, but it vaguely resembles a TFormer. The head almost looks like Optimus Prime with a police hat on. Any help would be appreciated.

the worst is diggin through ur stuff from when ur a kid thinking u pulled out a tf and u find this power rangers thing(mine was a green fan) well my sadness was turned to joy when i found my g2 grimlock

I never said it was my stuff. I rent and the landlord keeps some of his junk in the basement. This would be part of that junk. I was too old for Power Rangers. I swear.
