BBTS Henkei Ratchet: Sub-Standard Only?!

BBTS's pre-order page for Henkei Ratchet has him listed as only available in "Sub-Standard Condition." Damaged packaging, mint figure.

Did I miss a memo somewhere, or is it not unusual that a figure that isn't even released yet is only going to be available in damaged packaging?

Is BBTS trying to say something about Takara's Quality Control?

I assume they have their own statistics on what % of every shipment arrives damaged. Thus they can pre-sell the damaged ones based on historical numbers. Or that is my guess.

Is there any word if Hasbro is going to release him?

I've preordered one, but I'm not totally digging the paint job.
