As for how they're packaged, Arcee's chest is like that because she wouldn't fit in the bubble otherwise. I own Arcee, I know. With the wheels and windshield on her back, plus the chesticle pieces, she wouldn't fit.
The question I find I'm asking myself is why do these people think the population of Japan are perverts? Because they've seen some pretty serious and disturbing hentai??? But how did they see it? It's not like it's the sort of thing you could randomly come across while channel-hopping.

Well, the problem is image.
The Japanese show themselves to be reserved, intelligent, proud people. Respect is one of their biggest deals. They demand it, they give it in return. Then you hear news reports about how women are treated like cattle and are groped on public transports, etc. Even US TV/film star Catherine Bell told a story of how she used her Martial Arts training to keep a Japanese business man off of her in an elevator, during a visit to Tokyo.
Then you add in the Hentai, plus gonzo "torture porn" films and their "ladyboy" thing they have going, and it makes outsiders think "Wow. Not only perverts, but twisted perverts."
For the most part, the Japanese are a fine and respectful people. Talk to most servicemen and they'll tell you that some of their best experiences, some of the nicest people? All in Japan.
The "pervs" are a small group, that shouldn't be a label for the rest of the people.
