Just got through with it--yep, he's essentially talking about the discussion of probability after the 4th Dimension, and on to potential realities that might not even exist, except in abstract, if the physics of this reality are truly absolute. The problem with calling them "dimensions" is that, as dimensions usually descibe the physical aspects of the universe, so referring to abstract progression and probability as a "dimension" throws people off.
The one problem is that most of these ideas are hypothetical-- mathematics in this current reality denotes that, essentially, only this aspect of reality exists, and the rest are merely hypthetical. Essentially, relying on chaos theory, events in reality follow a sting, one after another, each one due to the actions of one thing, however minute, affecting the events of another, basically passing on and on in a single unreversable cosmic play.
(Note an interesting idea this creates is that all these events can cycle around again to repeat, making us all immortal actors in an ongoing play who do the exact same thing time and time again through the unfathomable ages.)
But it is, technically, a single instant, and time is merely a description of the change in that singularity. If someone finds away to go "back in time," they are essentially only reversing all events in a given area, essentially the whole of reality, or rearranging all matter into the given scenerio, and that requires insane amounts of energy and an incomprehensable understanding of every aspect universal mechanics.
