Skywatch like most of the Reject Refits is one of the Cybertronians who lived before the civil war started. He wasn't even an Autobot then. He worked at a star port; effectively he was the air traffic controller. One day several explosions started effectively blinding the Port except for Skywatch. He is the one who "saw" the wings of Seekers as they swooped out from behind the incoming vessel. If he had not been as quick thinking to shut down his sensors and bail out of the tower, he would have gone up with it as the lead Seekers targeted his last position. Everyone was running around when several large warrior types started pouring out of the access tunnels shooting everyone in sight. He was able to organize a retreat, although by the time they had gotten away only a handful of the workers were left. The rest were either captured or dead.
When the old Autobot rebuilt him the sensor array was altered so that he could hide to some degree. The Decepticons still know he is there when he goes full scan, they just don't know where. Two linked shoulder mounted Dol-rifles were slaved to those sensors. Sensors that can "see" every flying object that is above the ground clutter from horizon to horizon, if he is above the clutter himself. He knows the relative speed, direction, and silhouette and can make a good guess as to the composition of their armor. Other than this, his passive sensors were greatly improved, he was given some armor, and given a tight beam com link.
His main weakness is his greatest strength. If he can "see" a flyer with relatively good sensors themselves they know he is around. So he has to be careful when going full active.
Skywatch is the best kind of leader, one who doesn't want the job. The others follow him because he was the level headed one of the bunch that had gotten them out, and if a suitable leader for the group showed up then Skywatch would gladly give it to them. That being said he is a good leader, doesn’t take unnecessary risks but isn't above exposing himself to the enemy in order to get his team out of trouble.
