Ponderous Maximus was designed to observe, or simply just watch. His VTOL ability allowed him to hover around targets from a distance until a strike team arrives, and that's when he stays away from the battle at a safe distance. Most Decepticons assumes this as cowardice, but the fact is that Ponderous Maximus waits for those Autobots fleeing the battle and annihilate them shows he just doesn't want to get his hands dirty often. He hates the tactics and strategies of battle given to him by former commanders.

He wants to be in command. He must take charge. It's either being in command, or just follow the orders, without question...
