If we're going to be strict about continuity he's supposedly Animated with some connection to Transtech that hasn't been revealed.
But if this guy is Cheetor then who's the guy that Blackarachnia saw hanging around with a gorilla, a rhino and a giant rat?

As for how he relates to TransTech, "TransTech" in Animated is different from "TransTech" in the TransTech fiction.
In the TransTech fiction, it's short for "Transcendent Technomorph", which is a highly evolved race of Transformers hailing from an advanced Cybertron world that never underwent any civil war.
In Animated, however, "TransTech" is short for "Transformation Technologies", a high-tech division of the Cybertron Police Defense Command under the leadership of its chief officer Depth Charge. Animated Cheetor here is a rookie cop of this department.

In regards to that scene at the end of "Predacons Rising", we're encouraged to not look into it too much, but now we've got more info from the AllSpark Almanac II book to dig at. The book refers to their location as an "Unknown Locale", which Blackarachnia believes to be either a primitive new planet or a very remote part of Earth. The book also makes references to a floating mountain and standing stones, which, along with the appearances of a gorilla, a green-eyed cheetah, a rhino, and an oversized rat, would imply that both she and Waspy were transwarped right into the Beast Wars. BUUUUUUT, both Derrick Wyatt and Jim Sorenson clarify that these references are NOT to be taken literally, as they are merely in-jokes and easter eggs. Not to mention that Waspinator's note recounting the episode's events lean more to the idea that he and Blackarachnia were warped to another planet, stating that he's "stuck on stupid planet" after the "transwarp energy explode Waspinator, taking Waspinator and Spider-bot to stupid organic planet."
Plus, the stellar cartography included in the book gives us a plausible idea as to exactly which planet they might be on. In this map is a planet separate from Earth named Energoa. "Energoa" was the name given to Prehistoric Earth during season one of the Japanese Beast Wars dub (which was before it was revealed to actually be Earth). Jim Sorenson noted that he considered calling the "unknown locale" by this name, which would indicate that Blackarachnia and Waspinator very well may have been transwarped to the planet Energoa.

I liked the hexagonal "spot" pattern in his design. The more organic cheetor spots on a car don't look all that good or make much sense.
