This is cute. You'll need to right click and "save as" to hear the clip. It was sent to me with the explanation that it's an unused voiceclip from TFTM that features Starscream completely overjoyed before his coronation. Is it legit? Probably not. Most likely the work of a talented fan with a copy of the BotCon TFTM Score, or a clip of Chris Latta performing as Cobra Commander in a GI:Joe episode.
