He's finally leveled the playing field with God Magnus.

I wonder, since the toy is a Headmaster and since Black Convoy once tried to control a Headmaster, if this toy might fictionally represent Black Convoy creating his own Head On System to put himself on more even footing with Brave Maximus.

Not naturally, though. Brave Maximus was created by Primus/Vector Sigma on Earth in ancient times. Towards the end of what we're shown of his life, he ends up being sent back in time from 2007 and crash-landing on Planet Master, where he becomes the inspiration for Fortress's Headmaster technology. So the Headmaster tech of Planet Master came from him, rather than him being related to Master's tech.

But the Head On System that Brave Maximus is something a little different. It comprises of Plasma and Brave, who unite with Cybertron City to become Brave Maximus. But there is a trick to both activating the Head On System and making Brave Maximus work. Someone like an Autobot or a human can activate the system and transform the city, but in order for Brave Maximus's true power to fully function, there is a part of Plasma's programming that is a Black Box that will only respond to one with a pure heart, like a selfless human child or a determined Autobot youth. Selfish or wicked intents result in an Access Error that can cause Brave Maximus to either reject the one who activated him or to even go haywire with wanton destruction, like so:
