Wait a sec. That cartoon model's a fan-corrected version, right? A Fracas-colored version of the model that was based on Fracas's toy, yes? As opposed to the Nightstick-colored version based on the Fracas toy but which was instead used for Nightstick in both The Rebirth and the Marvel comics:

Let's just all agree that this Nightstick looks frikkin amazing and he will be awesome with a giant firetruck.
Plus, you can actually have a little partner manning the ladder, which the product shots already assured us was amazing!

Character model-cels went through several revisions before locking the final version, and Rebirth had a plethora of new characters; it's easy for things to get mixed up during production, especially before the age of internet and smart-phones.

Pretty much every character had several model-cels till they got the final stamp of approval, it's possible that the animation studio and comic-book artist received an outdated/unfinished reference material for Fracas and Nightstick. (Like how several characters in 2nd season AKOM had the wrong colours, or the original TFTM Floro Drey designs showing up in a couple of episodes and the Marvel comics.) I wouldn't read too much into a blooper. Sometime all it takes is for someone to put down the wrong name on the drawing.
