Well two reasons. Firstly, someone at the show wrote that it looked a lot like his forearms were not part of the other transformers but did appear to have a secondary transformation aside form just being arms. Secondly, none of the extra hands and feet were integrated as part of the transformation for any of the other combiner figures, it is mostly a G1 upgrade. In the case of G1 devastator, it was his whole forearms you had to attach and just as with the other combiner wars, they may be having those same parts partform as it was with G1.
