I still couldn't level them up after 4.5 million, and they still had less than 90 million xp than the guys they beat. I've been keeping them low to help fill those missions since there aren't many players.

There's keeping them low, and then being OP. The cap for level 4 is 4,499,999 XP. You've got over 10 million. That's still over the cap for level 5. They should be level 6s, which is still in the range to help the level 4s thanks to the spread of missions.

I am aware of multiple people using the exploit to level down, however, most of the people doing it to add back up to the lower levels have also pointed out they're not doing min-max builds. (Key word, most). They also aren't typically bragging about how well they're doing using the cheat that lets them be lower level.

Now to beat a dead horse. People who are legitimately at level 4 will see your level 4s, and think they need to cheat to compete. "This dude has 10 million at my level! How am I supposed to compete!"

Also, with the amount of XP you have, I can easily make a level 7, possibly a level 8 if I used the right alt mode. So I don't know how you get that you couldn't level them after 4.5m

I'm unaware of any exploit, though Double-Tap's level did go down once I added intelligence during the course of normal leveling. I just wanted to keep a decent spread of levels so as not to unduly create more missions that would only have one competitor in them. If it's that sore of an issue I'll level them up.

That's what I thought too. Double Tap was just under 5 million and I leveled Int and repair. He was previously hardcapped to level 5, but under the number of upgrades limit for it. I then leveled Int and Repair. He was still under the upgrade cap for 5, and went back down to level 4. I didn't believe it myself, and had to reconfirm he was over 4.5 million.

It's a moot point anyway. I leveled both of them past 4 now.

That makes more sense now.

Anyway, if you're leveling down for back up, that's cool, but maybe make a level appropriate build. If you're leveling down to get XP... Don't. You'll never get as much XP as you would if you just level ran up. Level running is far more lucrative than staying down.
