I would guess Ironhide. Because in ROTF Ratchet told Ironhide that they should leave earth. If anyone else was second in command,Ratchet would have adressed them.

Must be Ironhide. Would be weird in this 3rd movie if they jumped ahead into Ultra Magnus territory or something random.

I always figured it was IronHide even in movie one(since I knew nothing about TransFormers then) but with Jazz gone I'd have to say IronHide.
